The Partnership for Treatment Not Incarceration is the first of its kind in Maryland - a multi-year, multi-faceted, state-based campaign to reduce Maryland's over-reliance on incarceration by diverting non-violent offenders from prison and using the resulting costs-savings to adequately resource those community-based treatment services that have proven to be more effective at changing criminal behavior and reducing recidivism.
